Paper Texture blends in the grain of cold-press paper. On video it stays still, so the picture reads as paint moving on a sheet. For heavier, more opaque strokes, use the oil painting video effect.

How is the watercolor look made?

A Kuwahara filter smooths flat areas into washes while keeping edges sharp, saturation is raised so colors do not go muddy, and a paper texture is blended over the result.

Does the paper texture move?

No. The paper stays fixed and the paint changes beneath it, as if each frame were painted on the same sheet.

Is Brush Scale in pixels?

No. It is a share of the frame, so the preview and export are painted with the same stroke size.

What happens to the audio?

It is copied into the export unchanged when the container can hold its codec, and re-encoded when it cannot. A note under the export button says which happened.
