Most .opus files people need to convert are voice messages, meeting recordings, or browser-captured audio. They play fine on a phone and get rejected by editing software, transcription services, and car stereos.
Speech encoded very small
Opus holds intelligible speech at bitrates where MP3 collapses, which is why messaging apps use it at 24 to 32 kbps. Converting that to MP3 does not improve it; it makes it playable somewhere else and grows the file substantially.
For a voice note, dropping the MP3 to 96 or 128 kbps costs nothing audible.
The ceiling still applies
MP3 encodes what the Opus decoder produced. A recording captured at a low bitrate stays that quality regardless of which MP3 bitrate you choose.
