IMEI structure
An IMEI is 15 digits: an 8-digit type allocation code, a 6-digit serial number assigned by the manufacturer, and a Luhn check digit.
A 16-digit value is an IMEISV, where the last 2 digits are a software version rather than a check digit. It will not validate here, and that is correct behavior rather than a failure.
Check digit
Add check digit mode takes the first 14 digits and returns the full IMEI. This is the fastest way to confirm a digit that was unreadable on a label or a dialer screen.
A passing check digit means the number is well formed. It does not mean the device exists, and it says nothing about whether the IMEI has been reported stolen.
